27,000 complaints have been sent to Ofcom over allegations of racism and bullying in Celebrity Big Brother.
The regulator's chief executive Ed Richards said that "what is happening is very serious," and added that he would be writing to Channel 4 in due course.
"In the meantime, it is Channel 4's responsibility to respond to very significant viewer concerns," he said.
