The Indian composer, who gained international fame with crossover film Slumdog Millionaire, has been creating successful scores for Bollywood hits for over a decade.
Rahman came 59th in the list after his double Oscar win, which was bolstered with a Golden Globe and a Bafta for his musical contribution to Danny Boyle's hit about the slums of Mumbai.
Actress Padma Lakshmi wrote in the magazine: "In India, a country of a billion inhabitants, where film and pop music are one, A.R. Rahman, 43, dominates the music industry so totally that he has supplied the sound track for a whole generation."
She added the Rahman is a "veritable Pied Piper" who is a driving force behind the direction of India's music scene, calling him the "Mozart of Madras".
