Anand Purohit reportedly paid the Indore Municipal Corporation (IMC) to forge the document, which claimed that the actress was married to politician Ramesh Mendola.
"Anand Purohit had paid Rs 5,000 to a broker of Indore Municipal Corporation (IMC) to prepare fake marriage certificates," Outlook India quotes deputy superintendent Jitendra Singh as saying.
The accused, who emailed the marriage certificate to a number of Indian media outlets, claimed that he made the forgeries to expose the loopholes in the system. However, Singh said that Purohit wanted to create a stir in the media.
The police are now looking for the IMC broker who made the documents.
IMC marriage registrar Dr Natwar Sarda earlier told Mid Day: "The marriage certificate is totally fake and was not issued by the municipal body. It must be an act of some mischievous persons."
