According to IANS the project is a biopic of Tomar, a national steeplechase champion turned bandit, starring Irrfan Khan.
Director Tigmanshu Dhulia commented: "Paan Singh Tomar is a story that has been with me for 17 years now and I am thrilled to have this platform to share it with people around the world, starting with the most esteemed film festivals in the UK market."
Shyam Benegal's Indian film Well Done Abba won critical acclaim at last year's festival.
The BFI London Film Festival begins on October 13.
