The actor is keen on getting Shah Rukh Khan as the lead, Mumbai Mirror reports.
A source told the paper that the Wake Up Sid producer is keeping the name of the film secret until the deal is finalised.
However, he made a point of dispelling rumours that he is planning to do a new version of a Malayalam film and was instead in London to buy rights for a "superb" French film.
Johar said recently on Twitter: "If all goes well the French film will translate beautifully into an indian love story..can't wait to get it going..watch this space for more."
The source added that the film is probably Heartbreaker, which starred Vanessa Paradis.
Khan's character Alex is wanted as one of the owners of the agency who falls in love with a woman whose marriage he is meant to be destroying.
Johar is currently remaking Agneepath, which was originally produced by his own father, the renowned producer Yash Johar.
