C4 plans to measure its "public value"

Channel 4 is developing a way to measure its "public value" and has created a new post to focus on the task.

Jonathan Simon, currently in corporate relations at the broadcaster, will become "head of public value".

He will be responsible for developing a "basket of measures" to judge Channel 4's contribution to public service and make it more accountable. It is in part a response to Ofcom's upcoming public service broadcasting review.

The channel is also creating a new post as head of public affairs. It will be filled by Sophie Jones, currently ITV's controller of public affairs, in the new year.

Her job will be to make sure the industry and policymakers know Channel 4's position on public service value and other issues.

Nick Toon, director of corporate relations, said the channel was heading "into an extremely challenging period" where it would need to "set out our public role, purpose and vision".

"This will also be a time when Channel 4 – like other public institutions – will be expected to set out more clearly than before the ‘public value’ it delivers," he added.

Simon commented: "I’m very excited at the opportunity to help Channel 4 fight the important battles that lie ahead to secure its public service role, by making sure that we rigorously demonstrate the public value that it uniquely provides."

And Jones said: "I’m looking forward to working with Nick and the team in what will be a critical period ahead for Channel 4."
