Robinson was responsible for developing Opal City's mysterious and ambiguous hero during his celebrated run on Starman.
He made the announcement at Emerald City ComiCon in Seattle this weekend, reports Robot 6.
Robinson has previously expressed an interest in creating an ongoing title for the former villain.
The Shade's most recent appearance was in a starring role in Starman #81 in January, when Robinson revived the series for one issue as a part of the 'Blackest Night' event.
