The British Doctor Who and Captain Britain and MI:13 writer will take over the legendary title following the 'War of the Supermen' storyline alongside artist Pete Woods.
"I'm proud and honoured to be taking on such a historic title," Cornell told DC's blog The Source.
"It's particularly great to begin by featuring Lex Luthor, who's always been one of my favourite characters. So many legendary creators have written this title in the past that I'm giddy and frankly terrified at the prospect of following in their footsteps."
Marc Guggenheim, who was originally intended to write the title, reportedly stepped down after deciding he wasn't right for the role.
He is instead working on another soon-to-be-announced project for DC.
Cornell will debut on Action Comics in June.
