The artist reintroduced Kate Kane aka Batwoman earlier this year in an extended run on Detective Comics with Greg Rucka, following which he was offered his own new series.
"I think it's more important to give Kate and her life as Batwoman its own voice first before we get into other villains that already exist," Williams told IGN about whether the series will use established Batman villains. "And it'll strengthen the Batwoman character, for one, but it can also strengthen Gotham City and the DCU."
Williams also confirmed that he will be touching on Bruce Wayne's recent return to Gotham City but wouldn't let Wayne's involvement "lose the voice of the series".
As well as plotting the series with co-writer W. Haden Blackman, Williams will further share art duties with Amy Reeder on alternate story arcs.
Batwoman #1 launches in early 2011 preceded by a primer issue, Batwoman #0, which will be published later this year.
