The writer is currently two issues into his run and has already sparked controversy with a number of decisions, including paralysing Alan Scott and beginning the gradual removal of Mr Terrific's intelligence.
"In those first two issues I've been making their lives pretty miserable, and honestly it's going to get a lot worse before it gets better," he explained to Comic Book Resources. "But the high concept of this run is building up to a literal Justice Society - an entire city of superheroes."
Guggenheim admitted that he is planning to pull the team down before building them back up, but will be adding a number of new members over the next few months, including the likes of Blue Devil, Mr America and Manhunter.
"For those who thought the JSA was huge before in terms of membership, just wait," Guggenheim said of his eventual team roster.
Justice Society of America #46 is scheduled to be published December 29.
