The title kicked off this month's DC Comics relaunch 'The New 52', and the first print was reported to have sold out on the first day of release.
"Our goal is to kind of make that the nexus of the DC Universe," Johns revealed to IGN Comics. "The first arc obviously takes place in the part, but it lays a lot of groundwork that lays the foundation for the tone of the universe, and also the stories that we're going to be building out from there."
When asked whether readers should expect to see familiar relationships develop between main characters like Batman, Green Lantern and Superman, Johns suggested otherwise.
"You should probably expect the unexpected. There are some relationships, especially in issue #2, that will be familiar, but then there are other ones that are going to be completely different from what they used to be."
In terms of which characters he has enjoyed writing on the series, the long-time Green Lantern writer revealed that Wonder Woman was his personal favourite so far.
"I haven't really had the opportunity to write her consistently, but the take we've got for the character in Justice League is pretty badass," he added.
Johns also teased that a "totally unexpected member" will show up in the team's lineup within the next 18 months.
Justice League #2 will be released on October 19.
