The imprint has been set up with Stranger Comics to produce graphic novels across a wide range of genres, reports Empire.
Levin conceived the project after collaborating with Stranger head Sebastian A Jones on a movie adaptation of the publisher's book The Untamed.
"Given the fantastic experience I had developing that project with the people at Stranger, I realised that if ever I wanted to make my own graphic novels, these were the folks to do it with," said Levin.
"Sebastian and his team are a rare combination of extremely creative storytellers and smart publishing professionals, and they are fanatical about producing quality comics."
The first titles from Foundry include David Johnson's Offworld - which is already in development as a movie with director Julian Gilbey - and Quincey Morris, which tells the continuing adventures of the Dracula hero.
The other two titles are sci-fi adventure Escape Velocity and black festive comedy Ruining Christmas.
Foundry has also entered into a partnership with Graphicly to distribute digital editions of its books.
Levin has optioned both Terry Moore's Echo and Matt Wagner's Mage.
