DC Comics announced that the Penguin: Pride and Prejudice scribe will join current artist David Finch on the title from June.
"This is the job I've been waiting to get since I was 8 years old. I'm thrilled to be tackling one of the world's greatest characters with one of the industry's greatest artists," said Hurwitz.
"Finch and I are very fired up to take the Batman into dark and dangerous new terrain, presenting a story that'll be epic and sweeping and juuust a little bit twisted."
Hurwitz went on to say that the first villain he will be focusing on in the series will be the Scarecrow, a character he confessed to being "fascinated" by.
DC has announced numerous changes to its 'New 52' creative teams of late. Earlier this week, the publisher confirmed new writers for Stormwatch and Justice League Dark.
