The creative shake-up comes in light of DC Comics' announcements of two new Justice League of America tie-ins, MTV Geek reports.
Former Green Arrow writer Ann Nocenti will be moving to Katana, which will debut alongside a Vibe title in February.
"My ever growing plans for the book will build a huge new mythology around Green Arrow's legacy and send him across the globe, all the while trying to stay one step ahead of a deadly new cast of villains with mysterious ties to his past," Lemire wrote in a seperate essay for MTV.
"I intend to hurt Oliver Queen. Strip him down to the bone and force him to rise up and become the hero he was destined to be. I hope you come along for the ride."
Lemire admitted that he had not had much interest in the character of Oliver Queen before the series was offered to him by DC co-publisher Dan DiDio.
He added on Twitter that he intended to stay on his other titles Animal Man and Justice League Dark for "a long time".
The new team will debut on Green Arrow #17 in February with a new story arc, 'The Kill Machine'.
