Charles Allen, chief executive of ITV broadcaster Granada, called for the licence fee to be split and a portion paid to the commercial sector to provide public service broadcasting requirements for the commercial channels.

In his speech at the Royal Television Society, he sugested that the regulator Ofcom should administer this fund of approximately £250 million.
