Because for "ITV1 Scotland" to exist, STV will have given up their Channel 3 licence, and with it position number 3 on all EPGs.

Why on earth would stv give up their channel 3 licence to make way for ITV1?

ITV is a different case entirely - as soon as they hand back their licence they're free to drop their remaining PSB obligations and broadcast all their channels right across the UK.

Because giving up there license would mean they could drop GMTV, any ITV programmes and just become "digital only". Obviously they won't do this on the cheap so since ITV is losing viewers in Scotland why not throw cash at it? If ITV took over channel three it could be a carbon copy of ITV London.

Then STV would be freelance to do as they wish and would moving down three places hurt?

As I've already pointed out, ITV has more to gain by giving up its channel 3 licence than stv. And when it does GMTV is finished anyway.

maybe no one, but that does mean that ITV should get it for "free" ie no/majorly reduced PSB obligations.

Sod the uninformed public, giving ITV the Channel 3 licence for nothing, is not in the benefit of the general public, maybe if they were forced to watch ITV on 44, they would realise that ITV is not the channel they think it is, and how little they actually get from ITV, that isnt about profit for them.
