Subtitles on SS1

I was watching the Spurs-Fulham game of Sky Sports 1 last night and happened to press the "text" button on my TV remote (NOT the NTL remote).

To my surprise subtitles of the commentary appeared. Obviously, as it was live, there was a short delay and some of the words were wrong.

Has this always been there or is this experimental??

sky, c4 and other major broadcasters have set quotas for either signing or subtitling a large proportion of their channels output.
it has been like that for a while.
