Slapper channels could be gone from Freeview by early 2010

Ofcon have released a regulatory statement and new consultation on Adult PRS services.

It appears that they require the slapper channels to be in a segregated part of the EPG although not encrypted. It is currently not possible to segregate off any channels on Freeview although future receivers might be capable of doing this.

This means that if the current consultation becomes a final regulatory statement in early 2010, as usual with Ofcon consultations, then slapper channels would have to be removed from Freeview.

Obviously cable and $ky EPGs can be segregated so there would be no problem there. Not sure about FreeSat as there are no slapper channels on it yet. I presume that Ofcon disregard FTA satellite viewing.

The whole thing seems to be a way of getting the slapper channels off Freeview without closing them down completely. The usual Ofcon smoke and mirrors trick.

I don't buy this: by then we will be moving into the 'purdah' situation before the General Election when no significant policy decisions are implemented. As Mr Cameron has said publicly Ofcom will not be 'recognisable' after the Election. And the Tories love free-market forces. Ofcon is a NuLab creation which will be closed down: deservedly so as it is a complete waste of taxpayers and industry licence fees which takes years to make any decisions. To hell with overpriced, overpaid and overweening quangos. Cuts, cuts, cuts please...

hope they all close down and channels can go back to being on longer hours or let slot out to news channels.

It can't, hence why they will have to leave.

As Ray Cathode explained, it is a way of kicking them out without actually doing any kicking.

If you read the last part of the consultation you will understand. Ofcon reckons the channels need to be labelled as a group as well as being capable of being excluded from an EPG by user choice. They state that although there is a separate Freeview category from LCN93-99 for these channels, that alone would not meet the proposed new regulations. What is needed is a new EPG and/or platform that is capable of segregating channels. Not only that but a receiver base that supports it. Maybe a substantial penetration (ouch) of households owning such a device? Therefore slapper & psychic channels are unlikely to be on Freeview in the near future. I suspect the regulations were designed to achieve the cleaning up of Freeview, and were not made to protect the public whatever Ofcon says the reason was. It is too much of a fudge for me.

They (the slapper channel provders) may get round this by hiding behind an MHEG screen a-la TVX. I'm sure that creating an additional premium rate number to call to unlock the screen would be quite attractive to them.

Knowing how the NuLab quango regulators are oft happy to roll over in favour of big organisations instead of protecting the public/consumer interest (particularly if there are taxes to be had), then I can see a watered down version such as above happening.

The slapper channels generate income for some of the legit channels on freeview if they are removed or moved else where then the legit channels could decide to move away from Freeview if they can no longer make money from the slapper channels. After all Freeview a once great platform is still the most expensive EPG to get on some legit channels rely on the leasing of space to the slapper channels in order to help pay for their EPG slot. Take that away from them and they may leave.

Very true. Once again big companies and corporations are getting revenue out of porn (yes I know the slapper channels are not strictly porn!) & adult services. Only this time instead of Disney or AOL (both are well documented btw, Google will reveal all) its now TV channels we all know in the UK. Good to see the trend continuing.
