The mentors of the two acts in the bottom two vote first and then the other two.

Simon only votes first or second if one of his acts is in the bottom two. If not he votes last.

He is not always last to vote. He was only last to vote because neither of the acts were his. The week Danyl was in the bottom two Cheryl was last to vote.

Throughout the whole 6 series he is the last to vote unless one of his acts is in the bottom 2.
