I'm not surprised you haven't seen it - in the UK the BBC only seems to have shown some of these debates on BBC Parliament, but not the one you have linked to.
The BBC website has a list of the debates shown in 2009 here.

There is also a dedicated website for "Intelligence Squared" here, which describes the organisation as
