The Shadow Proclamation - longest of story arcs?

First cited in "Rose" last cited in "Partners in Crime"...heading towards an inevitable tragedy (so we are led to believe)...red herring? Or the longest of story arcs ever that no one paid any attention to along the way? And if so: what is/are "The Shadow Proclamation"...

Partial anagrams include:

Time Lords

Rose (obviously)

The Doctor is a pawn

So...surely RTD couldn't have been this far-sighted from episode one could he?

No, you're right - actually that makes more sense than my suggestion...

I don't think either Medusa Cascade or Shadow Proclamation would 'give away too much' as RTD claimed the Ep 12 title would.

But I do like the idea that the Shadow Proclamation could be part of something that started and ended RTD's stewardship of the show. So maybe it won't be part of this year's finale (no room in the Tardis) but perhaps in the specials or 2010 series?

You might be right - they're saying it's
spoiler:
War On Skaro
...over on OG.

Personally, I prefer the suggestions proffered here.

did I imagine RTD saying that whatever it is was mentioned by The Master in LotTL?

I don't think he said the episode title had been said by the Master, just that "Medusa Cascade" was important.

The Shadow Proclamation or The Medusa Cascade certainly fit the three word title clue for Ep12.

As to what The Shadow Proclamation is.

We know it's a body of laws that certain planets adher to when interacting with each other.

Convention 15 allows conversation under a flag of truce.

Quote:
I seek audience with the Nestene Consciousness under peaceful contract. According to convention 15 of the Shadow Proclamation.
In "Fear Her" The Doctor again requests a truce using the SP, no mention of Convention 15 this time.
Quote:
I'm speaking to you. The entity that is using this human child. I request parley in compliance with the Shadow Proclamation.
The way it was mentioned in "Partners in Crime" sugests that as well as a code of laws the Shadow Proclamation is an organisation of some sort.

Probably something like a Galactic United Nations, but one that does have some power.

I did think that the Judoon were the enforcers of the Shadow Proclamation as the Doctor initially calls them Galactic Police.

Quote:
Galactic police. Well, police for hire. More like interplanetary thugs.
But as he then amends that to thugs for hire it seems not (at least on a regular basis).

Miss Foster did seem nervous of the Shadow Proclamation so they must have some sort of peacekeeping/police force, maybe one made up from a number of races or like I said maybe they just hire the Judoon when needed.

It's just part of new DW - referenced now and again to give the impression that we belong to some ordered planetary network.

It might be in some cases, others not.

He definitely said that Billie would not be returning after 'Doomsday', then recently said her return was the plan all along.

But that might just have been prompted by a change in circumstance.

He also said that the Master (subsequent to S3 finale) would not come back - if we see him in S4, then that was definitely a deliberate lie to conceal plot-points, as he must have known the shape of the new season when he said that.

Who knows?

Regards,

Cypher

Indeed...Russell delights in the childhood fantasy that all DW fans have of knowing more...after "The Parting of the Ways" he said there was nothing more to do with the Daleks...before that he said "Bad what?" Then he (allegedly) claimed he didn't like the Cybermen much...obviously he said "Rose is happy now, she's gone" and he's also quoted as saying "DW needs to look forward and not worry about it's past" and then, when all the quotes (alleged or otherwise) prove to be wrong he's sat there with a BIG grin on his face knowing that he's doing just exactly what fans want...keeping us guessing - and good for him for doing it!
