Codenamed Project Needlemouse, the title will be built from the ground up in high definition, according to GameSpot.
Associate brand manager Ken Balough said that the game will be a response to "old-school" fans who have "long asked to see Sonic return to 2D".
The project is expected to be released across digital distribution platforms.
