The player count will be seen across Xbox 360, PlayStation 3 and PC, with a focus on tighter skirmishes and no vehicles, according to Battlefield3Blog.
The blog post added that previous instalment Battlefield: Bad Company 2 was capped at 16 players but did not feel inadequate.
However, PC players will experience the exclusive Conquest mode, which sees 64 players fight on a larger scale arena with vehicles.
Last month, DICE said that multiplayer maps will become more compact on Xbox 360 and PlayStation 3, with variations between those and the PC version to accommodate the different number of players.
"When we say they are smaller, it's not that we have cut them in half," said executive producer Patrick Bach.
"But we tried to compact them slightly to keep the action up. If you compare it to Battlefield: Bad Company 2, the maps weren't really small on console. We actually had huge maps even for console."
It was revealed last week that an in-game server browser will feature in the console versions, while PC will use the Battlelog service as its menu.
Battlefield 3 will launch on October 25 in North America and October 28 in Europe, two weeks prior to Modern Warfare 3's November 8 worldwide release.
