According to VG247, the US version of OXM (Official Xbox Magazine) is suggesting that the prequels will be developed by Bulletstorm developer People Can Fly.
It is unclear whether the report is based on any fact or is pure speculation, but People Can Fly does have experience with the Gears of War franchise, having ported the original game to the PC.
The Polish developer, which was purchased by Epic Games in 2007, released highly-rated shooter Bulletstorm earlier this year.
Despite strong reviews, however, Bulletstorm reportedly failed to turn a profit.
The third and final part of the original Gears of War trilogy was released in September.
The free Booster Map Pack, which adds five new multiplayer arenas, was released on Thursday.
