The service will be available for PC users to download from February 7, the studio confirmed via Twitter.
Bethesda also announced that the add-on will come with a "special surprise", but offered no indication of what that may be.
"For our Skyrim PC fans, the Creation Kit is on track for release on Tuesday. And, we also have a special surprise with it," read a Tweet from the firm's Pete Hines.
Skyrim's Creation Kit grants players access to the toolset Bethesda used to develop the game, enabling the creation of user-generated content. The Workshop is a listing of the latest mods, complete with ratings and automatic downloads.
Elder Scrolls V: Skyrim was released for PC, PlayStation 3 and Xbox 360 in November. It was recently named as the fastest-selling PC game on digital distribution service Steam.
The Creation Kit and Skyrim Workshop will be available for PC users from February 7.
