Game director Sefton Hill told CVG said that the feature was omitted because its inclusion could have resulted in a "watered down" single-player campaign.
"We did look at multiplayer early on and we looked at what it could actually bring to the table. We tried some ideas out but it always felt like it was just there as a requirement," he said.
"If we did multiplayer then we wouldn't have been able to deliver the quality of game that people wanted - that we wanted. We would end up delivering two watered down products."
Batman: Arkham City shipped more than 4.6 million copies in its first week alone, and was recently nominated for Bafta's GAME Audience Award.
The game debuted on Xbox 360 and PlayStation 3 in October, followed by a PC release the following month.
