It will take place after the events of Splinter Cell: Conviction, according to a poster on NeoGAF.
The sequel will see the return of the full body suit and night vision goggles as Sam Fisher eliminates a series of targets on a blacklist.
Splinter Cell: Blacklist will be releasing on the Xbox 360, PS3 and Wii U in January 2013.
If the reports are accurate, an official announcement will take place during Ubisoft's press conference on Monday at 11pm BST (3pm PST).
Ubisoft is also expected to confirm Vita releases for Assassin's Creed 3 and a new Ghost Recon game.
A new Splinter Cell has been rumoured since the release of Conviction in 2010.
The game was outed in a promotional video by Jade Redmond, who confirmed that the game would be developed entirely in Toronto.
The E3 Expo will take place in Los Angeles from June 4 to June 7.
