The UK office will act as a European wing for the PES Production team, which is currently based in Tokyo, Japan.
The satellite office will aim to "recreate local football culture" in a bid to keep the franchise "fresh and exciting" going forward, according to a press release.
Recruitment for the studio is already taking place, and Konami invites interested individuals to meet with them at gamescom next month.
"These are hugely exciting times for the PES series," said president of Konami digital Shinji Hirano.
"We are looking for a number of creative people who can help us elevate PES to whole new levels.
"As part of Konami's commitment to ensuring PES captures the majesty of European football, we are looking for people to help capture the very essence of the beautiful game and bring it to life."
A playable demo for PES 2013 will be available this week (July 25) on Xbox 360, PS3 and PC, offering eight playable sides and a number of new gameplay features.
The full game releases this autumn for the Xbox 360, PS3, PC, PS2, PSP, Nintendo 3DS and Wii. A PlayStation Vita version was recently ruled out by Konami.
