PlayStation Mobile enables users to buy and play games for Sony systems, including the Vita, as well as certain Android devices.
Sharp and Fujitsu were also unveiled as partners, enabling users to purchase games for its range of tablets and mobiles.
The PlayStation Mobile SDK, which is currently in beta, will officially launch in November, opening the platform up to developers willing to pay the annual license fee.
The announcement was made during Sony's Tokyo Game Show conference, alongside news of a new Super Slim PS3.
The PS3 Super Slim is 25% smaller and 20% lighter than the current model and will be available in different sizes depending on the region.
Sony also confirmed a launch date for its PlayStation Plus service on the Vita, as well as two new colours for its latest handheld.
