The game will use the simultaneous turn-based tactical gameplay of Mode 7's last game, Frozen Synapse, set in a sports arena.
Users will be able to plot out their team's movements and have one play to get the ball into their opponent's endzone.
All tactics and team movements are determined before the play starts, with both teams trying to anticipate and counter the other's actions.
There will be skirmish and season single-player modes, as well as a range of multiplayers.
In an interview last year, Mode 7 Games hinted that its next game would be simpler than Frozen Synapse.
"I love some of the gameplay in Frozen Synapse but it's obscured for a lot of people by the complexity of the UI, and in the new game, the UI is going to be clearer, and it's going to let you do interesting things in a much simpler way," Mode 7's Paul Taylor said in an interview with Digital Spy about the studio's next game.
Frozen Synapse, which used similar gameplay as a squad-based shooter, was released on PC and Mac in 2011.
Earlier this year, a port of the game called Frozen Synapse Tactics was announced for PlayStation 3 and PS Vita.
Frozen Endzone will release on PC, Mac and Linux in 2014, with a beta "almost certainly" available later this year.
