Investment in the website was put on hold until the executive resolved problems with financial management, which saw £24.9m of overheads "misallocated" to other divisions. Another area that was highlighted for improvement was distinctiveness, ensuring services do not duplicate commercial alternatives.
The Trust today said it had approved a new system which includes the appointment of a group controller, bbc.co.uk with overall responsibility for the site.
No new spending on the site has yet been approved, but the BBC executive is said to be "reconsidering the timetable" for investment applications to the Trust.
The Trust also announced it had approved a BBC management action plan for improving its news and current affairs coverage of the four UK nations. "[The Trust] was satisfied that the Executive recognised the task ahead and accepted the urgency of concentrating on the issues identified and remedying them," it said.
