Carter becomes broadcasting minister

Former Ofcom chief executive Stephen Carter has been appointed minister of communications, technology and broadcasting.
Carter, also a former managing director of Virgin Media predecessor NTL, will sit on the newly-created National Economic Council and have a remit split across Andy Burnham's Department for Culture, Media and Sport and Peter Mandleson's Department for Business, Enterprise and Regulatory Reform.
"Given the global financial challenges, the communications sector has never been more important to our economy," said Carter. "This role is an opportunity to make a contribution to the growth of this key sector, and I look forward to working closely with Peter Mandelson and Andy Burnham."
Carter has been given a peerage so that he may take up his role in the House of Lords.
