The broadcaster has been issued with a final warning over his conduct after leaving lewd messages on Andrew Sachs's answerphone during an appearance on Russell Brand's Radio 2 programme.
Ross's treatment of Fawlty Towers star Sachs also sparked over 30,000 complaints and drew criticism from Prime Minister Gordon Brown and Conservative leader David Cameron.
"If you suspend someone of Jonathan Ross's stature without pay for three months you are diminishing not just him but also his reputation," Wogan told The Daily Telegraph.
He added: "What the BBC have done to Jonathan by the suspension is terminal. It is very damaging to him and I would not be surprised if he did not come back."
Wogan currently attracts an average of 7.74 million listeners for his Radio 2 breakfast show.
