Ofcom announces community radio proposals

Ofcom has announced its proposals to introduce "community radio" services to the UK.
The small-scale services "will be a third tier of radio, adding to the rich mix of services already provided by the BBC and commercial radio sectors," the regulator says.
The stations would operate on a not-for-profit basis, where frequencies are available for small, low power services in some cities and towns. Other criteria being considered by Ofcom include the licensing process, potential impacts on commercial radio, and licensee regulation.
