The comedian claimed that Ross's treatment of Fawlty Towers actor Andrew Sachs summed up what is wrong with today's society.
Ross left a number of lewd messages on Sachs's answerphone as he appeared on Russell Brand's Radio 2 show in October last year. He was later suspended from the BBC for three months.
"Jonathan can't control himself sometimes," Reeves told the Daily Mail. "Picking on people is not my sort of humour, but I think there's quite a lot of it around. We're slowly turning into a nation of bullies; manners have gone out of the window."
Ross promised to be "more aware" of BBC guidelines as he made his TV comeback last month.
