Ofcom has outlined plans for a new "public service publisher" that uses new media platforms and digital TV to deliver "distinctive, high quality, UK-originated public service content."
The regulator envisions that a new PSP, or multiple PSPs, would deliver programming via broadband on a free to download basis. Alternatively, local PSPs could be set up to provide "a new, truly local television service model."
