Ofcom's new Code: R18 still banned

Ofcom's updated Broadcasting Code will still ban the broadcast of R18 material, a subject that has long been a controversial topic of discussion on the Digital Spy forums.
Despite the availability of PIN access mechanisms, the media regulator decided to continue the ban on broadcasting hard-core pornography because "some children in the current environment are able to access and use their parents’/carers’ PIN numbers without these adults’ knowledge." Adopting a "precautionary approach," therefore, the regulator was "not satisfied that under 18s can be effectively protected." Ofcom did add, however, that "if future developments enable more secure protection, Ofcom would consider whether to review this position."
The new Code re-emphasises the 9pm watershed, but premium film channels using PIN access will now be able to broadcast films rated up to 15 certificate 24/7. "Ofcom believes this will extend viewer choice whilst ensuring children are properly protected," the regulator stated.
The new Code comes into effect on July 25, 2005.
