The Over The Rainbow presenter has been approached to start hosting the Saturday morning show once Ross leaves the BBC in July, according to The Mirror.
It is thought that Norton will land the position if he impresses bosses when he fills in for Radio 2's Chris Evans for a fortnight next month.
A source said: "Graham was one of a small number of people being considered and is now the favourite. If he does well on the breakfast show the job's virtually guaranteed."
Responding to the rumours, Norton commented: "It's very nice to hear you're in consideration - whether I'd like to do that, I don't know. It's a big commitment and also Jonathan's very good so you've got to take all that into consideration."
Norton was first tipped for his own Radio 2 show last week after early morning host Sarah Kennedy appeared to announce his appointment live on air.
A BBC spokesperson said: "Radio 2 is considering its options."
