Shaw left his post as senior programme controller at Channel 5 in September, following Richard Desmond's acquisition of the commercial broadcaster.
His appointment, described as a "significant addition" to the ITN Productions senior management team, will expand the division's news and current affairs output. Shaw will also work to devise new formats across television, online and mobile platforms.
Commenting on the appointment, ITN Productions managing director Mark Browning said: "I am delighted that Chris is joining this new division in such a pivotal role.
"His vast experience will be an enormous asset to the organisation and will further enhance our reputation as one of the UK's most innovative multi-platform production companies."
During his 11 years at Channel 5, Shaw was responsible for all news and live topical output, including shows such as Five News and The Wright Stuff. He recruited many of the channel's best known presenters, including Natasha Kaplinsky and Kirsty Young.
Prior to joining Channel 5, Shaw held several senior editorial roles at ITN, including launch editor of the original Five News and programme editor of News At Ten. He is a fellow of the Royal Television Society and a director of the Edinburgh TV Festival.
