Speaking at the Broadcasting Press Guild on Wednesday, he said: "It would be helpful to know Ofcom and the government were looking at it properly. It is important that they are effectively stand-alone businesses."
Duncan called into question ITV's position Freesat and Freeview now that Sky, the dominant pay TV operator in the UK, is the broadcaster's biggest shareholder.
"We will be watching the situation very closely," he warned. "Maybe BSkyB will be a silent partner who has finally seen merit in free to air TV."
