According to Broadcast, the current executive chairman of Channel Television will replace former Scottish Media Group chief Donald Emslie in leading the council.
The ITV Council consists of director of television Simon Shaps' team and representatives from the ITV franchises not wholly owned by ITV, which include Channel Television, Ulster, SMG's Scottish and Grampian franchises and breakfast broadcaster GMTV.
Desmond left ITV in September 2005 as part of a management restructure by then chief executive Charles Allen. He has been in his Channel Television role for a year.
