Schwarz was elaborating on plans to challenge the BBC with its new channels E4 Radio, Channel 4 Radio and Pure4. E4 Radio, aimed at teenagers and young adults, will launch first, next July.
Schwarz said it would succeed by providing a "less stuffy" version of BBC Radio 4. She said popular series including Skins would cross over to radio.
She added: "We have spoken to 14,000 people about their attitudes towards radio and have come to the conclusion that commercial radio needs to take more risks in terms of content."
