Friday, August 17 2007, 12:05 BST
The film would be based on the award-winning Frost/Nixon play which sees Frost forcing President Nixon to admit wrongdoing in the Watergate scandal in a 1977 television interview.
The actor played Frost in the play version and will star opposite Frank Langella in the film adaptation. Langella also starred as Nixon in both the London and New York stage shows.
Sheen said of the story: "It has the perfect combination of elements in a way. It's about big ideas and big concepts, and big characters, and big people, and big events.
"But it's done in such a way that makes it incredibly accessible - and then there's this thriller aspect to it as well. If it was a book it would be a real page-turner."
Filming is due to start next week.
