Pitched as a futuristic version of Top Gun, the film revolves around genetically enhanced racers who pilot high-tech robotic suits that have made fighter jets obsolete.
Singer, who this week also closed a deal to develop Capeshooters for Warner Bros, will produce the film with Radical's Barry Levine.
"This is a timeless story about young people struggling to break free of authority. That's what ultimately appealed to me," Singer said.
