The film, which will portray the Sheriff of Nottingham as a good guy, was supposed to begin production next month.
According to Empire, the project won't begin shooting until 2009, while the release date is likely to be pushed back to late 2010.
It is not known whether the delays will affect the casting of Russell Crowe and Sienna Miller as the Sheriff and Maid Marian.
The delay has been caused by problems over scripting and concerns that the forest locations are not ready.
