The project, which focuses on Vietnam protesters charged with inciting a riot at the 1968 Democrat party convention, was originally to be directed by Steven Spielberg.
However, it was revealed last week that the filmmaker dropped out of the movie to concentrate on Tintin.
According to Hollywood industry listings, Bourne franchise director Greengrass has stepped in to replace Spielberg on the political drama.
Greengrass previously directed United 93 and Bloody Sunday. He is currently completing work on Green Zone, a thriller about the US's attempts to establish a new government in Iraq.
