The biopic will be based on the life of FBI agent Joaquin Garcia, who famously brought down the criminal Gambino family in 2005, reports Empire.
Peter Buchanan, who worked with Soderbergh on Guerilla and The Argentine, will adapt the script from Garcia's novel.
Garcia, who used the name 'Big' Jack Falcone while working undercover, had a quarter of million dollar bounty placed on him after he successfully worked his way into various organised crime operations. He was also renowned for his ability to pass himself off as many different nationalities, including Sicilian and Cuban.
No director has yet been confirmed for the production.
