According to Variety, the actor is in final negotiations with Con Air director Simon West, who is helming the project.
West has been working on the movie, which is being scripted by Jeremy Walters, since 2003.
Dali will focus on the surrealist artist's time in America and his relationship with his wife and manager Gala. West will use a mixture of CGI and music to capture Dali's idiosyncratic approach to art.
Shooting begins in Spain and England in early 2009.
