Details of the storyline are being kept a secret, but it is thought to be in a similar vein to M. Night Shyamalan's ghost movie The Sixth Sense, says Variety.
Oscar-nominated British screenwriter Peter Morgan (The Queen, the upcoming Frost/Nixon) has written the script.
Eastwood previously collaborated with Spielberg on his World War II double-bill Flags Of Our Fathers and Letters From Iwo Jima.
The veteran director has two films, Changeling and Gran Torino, opening in the next two months.
