The biopic will focus on Clinton's relationship with former Prime Minister Tony Blair during the last three years of his Presidency.
"Russell is currently our favourite to play Clinton," an insider revealed. "He might not initially appear the obvious choice but it's felt he could turn out to be ideal.
"It's understood his involvement could be confirmed early next year."
Michael Sheen, who played Blair in 2005's The Queen, will reportedly reprise the role again.
